Across Nova Scotia, municipalities are experiencing renewed growth driven by immigration, a trend that mirrors national trends (Statistics Canada, 2022). Many newcomers are choosing rural communities, drawn by affordability and lifestyle. As they settle, rural Nova Scotia is undergoing a quiet transformation. Yet, despite these changes, we know little about how rural communities perceive immigration or how these shifting dynamics are shaping leadership, community participation, and opportunity. Too often, policies are designed based on assumptions rather than lived experiences. Without grounding decisions in the realities of newcomers and rural residents alike, well-meaning policies risk creating more barriers than bridges. That’s why this research project, From Arrival to Impact, was launched.
“Rural Nova Scotia’s future depends on our ability to recognize the leadership potential of all who call it home. By listening to the lived experiences of immigrant leaders, we can design communities and policies that truly reflect our collective strength.”
— Kjeld Mizpah (KJ) Conyers-Steede, Project Lead, From Arrival to Impact
In partnership with our funding partner, Inspiring Communities, and our research partner, the Centre for Leadership Excellence based at Saint Mary’s University and under the guidance of Dr. Chantal Hervieux, this work builds on the foundational study, Shifting the Paradigm: Achieving Equity in Executive Transitions for Emerging Leaders. It seeks to understand how emerging immigrant leaders navigate the complex realities of living, working, and leading in rural Nova Scotia. Through in-depth interviews with immigrants, community members, government representatives, and local NGOs, the project is uncovering the real barriers and enablers that shape immigrant participation in leadership. This includes exploring biases, systemic constraints, and the opportunities for policy innovation rooted in community experience.
What is emerging is a clearer picture of how rural municipalities’ social and economic ecosystems can either hinder or support the thriving of immigrant leaders. By listening directly to those most affected, we are laying the foundation for inclusive municipal governance and economic development strategies that truly reflect the diversity of rural Nova Scotia.
This is just the beginning. As we deepen this work, we aim to inform municipal policy, reshape leadership pipelines, and ensure rural growth is driven by inclusive, community-led development. For a detailed research paper, please see below.
